Bresil: Programme de formation pour organisations des vendeurs à Belo Horizonte

StreetNet a organisé le troisième d'une série de programmes de formation pour les organisations des vendeurs  des villes hôtes de la Coupe du Monde au BrésilCette formation a eu lieu à Belo Horizonte, Minas Gerais, le 27 et le 28 Août. Il y avait 11 participants le premier jour (dont 4 femmes) et 18 participants pour le deuxième jour (dont 7 femmes). L’Association des vendeurs du stade de Mineirão (ABAEM), qui représente les commerçants informels qui ont été déplacés à la suite de la fermeture du stade principal, était responsable  de l'organisation d e la formation en partenariat avec StreetNet.

Outre les représentants d'ABAEM, il y avait aussi des membres du Comité populaire des victimes de la Coupe du Monde de Belo Horizonte(COPAC),
 les membres de l'Association "Hippy Market", les représentants des commerçants de la région de Pampulha et les "toreros", les charretiers qui n'ont pas de place fixe de vente et qui sont les plus vulnérables en ce qui concerne l'abus et la violence perpétrée par la police.

La formation ét était animée par Maira Vanucchi. Elle a commencé par une brève introduction sur StreetNet et la campagne "Villes de Classe Mondiale pour Tous", suivie par une dynamique de groupe pour permettre aux participants de se présenter les uns les autres. Les participants ont ensuite exposé leurs attentes de la formation, et l'animatrice les a revues, a expliqué les objectifs du programme et le contenu de la formation ainsi que les attentes qui pourraient raisonnablement être rencontrées pendant ces deux jours. 

Le travail en groupes a examiné les questions suivantes: 
  • Quels sont les principaux défis aux quels les commerçants informels de Belo Horizonte font face; 
  • Quels sont les défis externes qui se référent aux relations avec les autorités publiques et quels sont les défis internes qui sont liées à l'organisation, à la représentation et à la mobilisation des travailleurs;
  • Quels instruments ou outils sont disponibles aux commerçants informels afin de se mobiliser sur base de leurs revendications.
  •  Dans l'après-midi, les participants ont examiné les questions qui pourront constituer le contenu de la lettre de revendications à envoyer aux autorités locales, en identifiant les points communs à tous les vendeurs et qui se réfèrent spécifiquement à la situation des vendeurs au Stade de Mineirão. 
  •  Il s'en est suivi une réflexion en plénière sur les stratégies d'action, en tenant compte de la nécessité de réunir les différentes associations qui représentent les différents secteurs du commerce informel dans la ville. La lettre envoyée à FIFA et les implications de la loi générale de la Coupe a également été présentée, et l'importance d'appeler au respect des droits des commerçants en tant que travailleurs lors de la Coupe du Monde a été soulignée, en utilisant des canaux tels que les secrétaires nationaux et municipaux pour la Coupe du monde et le Comité Organisateur Local.
    A la fin de la journée, un membre du Comité Populaire a présenté une vidéo sur la violence policière contre les vendeurs du marché de hippie qui protestaient contre un plan de relocalisation du marché. Le Comité a promis d'accompagner les vendeurs dans leurs revendications et 
    les aider en produisant des matériaux audiovisuels pour dénoncer les violations de leurs droits. 

    Le deuxième jour, Maria do Carmo, l'éducatrice de l'école syndicale de CUT, a fait un exposé sur l'histoire du mouvement ouvrier dans le monde et au Brésil, ainsi que les principaux objectifs et stratégies de CUT.

    on exposé et il y avait une bonne discussion sur la pertinence de CUT dans la situation actuelle et son soutien aux travailleurs du secteur informel. L'éducatrice a encouragé les participants à demander une réunion avec le président de CUT-Minais Gerais afin de discuter de la façon dont CUT peut soutenir leurs revendications dans l'avenir.

     Dans l'après-midi, les participants ont commencé à rédiger la lettre de revendications, et ensemble, après de longues discussions, le projet a été finalisé.
    Enfin, les actions suivantes ont été décidées: 
    • Tenir une réunion avec d'autres secteurs dsecteurs de l'économie informelle dans la ville pour discuter de la lettre de revendications avec eux, demander leur soutien et ajouter d'autres points si nécessaire.. 
    • Remettre la lettre de revendications aux candidats Maires pour les élections d'Octobre;
    • Organiser un rassemblement de protestation devant le stade Independência avec le soutien du comité populaire; 
    • Produire des matériaux audiovisuels en collaboration avec le Comi Populaire.

Brazil: Leadership Training Programme in Belo Horizonte

StreetNet organised the third in a series of training programmes for vendors' organisations in the Host Cities of the World Cup in Brazil. It took place in Belo Horizonte, Minas Gerais, on 27th and 28th August.  There were 11 participants the first day (including 4 women) and 18 participants the second day (including 7 women). The Association of Stallholders of Mineirão Stadium (ABAEM), which represents the informal traders who have been displaced as a result of the closure of the main stadium ,was responible for organising the course in partnership with StreetNet.

Apart from representatives of ABAEM, there were also members of the Belo Horizonte Popular Committee of those Affected by the World Cup (COPAC), the "Hippy Market" Association, representatives of traders from the Pampulha area and the "toreros", cart-owners who have no fixed trading place and who are the most vulnerable in terms of police abuse and violence.

The course was facilitated by Maira Vanucchi.  It began with a brief introduction about StreetNet and the World Class Cities for All Campaign, followed by a group dynamic to allow participants to introduce each other. The participants then outlined their expectations of the course, and the facilitator reviewed them, explaining  the programme objectives and the course content  and which of the expectations could realistically be met during these two days.

Group work examined the following questions:
  • what are the main challenges facing informal traders in Belo Horizonte;
  • what are the external challenges which refer to the relations with public authorities and what are the internal challenges which refer to organisation, representation and mobilisation of workers;
  • what instruments or tools are available to traders in order to mobilise around their demands.

During the afternoon, the participants examined the issues that could form part of a letter of demands to the local authorities, identifying which points were common to all the traders and which referred specifically to the situation of the Mineirão Stadium traders.

Then followed a plenary reflection about the strategies for action, taking into account the need to bring together the different associations which represents the various sectors of informal trading in the city.  The letter to FIFA and the implications of the General Law of the Cup was also presented, and the importance of calling for respect for traders'  rights as workers during the World Cup was emphasised, using channels such as the Municipal and State Secretaries for the Cup and the Local Organising Committee.  

At the end of the day, a member of the Popular Committee presented a video about the police violence against the Hippie Market traders who were protesting a plan to relocate the market.  The Committee promised to accompany the traders in their demands and to help by making audiovisual materials to denounce any violations of their rights. 

On the second day, Maria do Carmo, the educator from the CUT Trade Union School, gave a presentation about the history of the workers'  movement in the world and in Brazil, and the main aims and strategies of the CUT. 

Participants were very interested in her presentation and there was a good discussion about the relevance of CUT in the current situation and its support for informal workers. The educator encouraged the participants to request a meeting with the President of CUT-Minais Gerais in order to discuss how the CUT could support their demands in the future. 

In the afternoon, the participants started the work of drafting a letter of demands, and together, after much discussion, the draft was finalised. 

Finally, the following actions were agreed : 
  •  hold a meeting with other sectors of informal traders sectors in the city in order to discuss the letter of demands with them, ask for their support and to add any additional points as necessary. 
  • hand over the letter of demands to the Mayoral candidates for the elections in October;
  • organise a protest rally outside the Indpendência Stadium with the support of the Popular Committee;

Brasil: Belo-Horizonte -Curso de Formação de Lideranças – Campanha Cidades Para Todos e Todas




Curso de formaçao os dias 27 e 28 de agosto em Belo Horizonte
O curso em Belo Horizonte contou com 11 participantes (sendo 4 mulheres) no primeiro dia e 18 no segundo (sendo 7 mulheres). A ABAEM – Associação dos Barraqueiros do Estádio Mineirão, que representa vendedores ambulantes removidos do entorno do principal estádio da cidade (que será usado na Copa), foi a principal responsável por tornar o curso possível, mobilizar e trazer pessoas. O curso teve lugar durante os dias 27 e 28 de agosto.


Além da ABAEM, estiveram presentes o comitê popular da Copa de Belo Horizonte (COPAC), a Associação da Feira Hippie, de representantes de ambulantes da lagoa da Pampulha e alguns chamado “toreros”, que são itinerantes, muitas vezes alvo de maior criminalização e violência.
O início do curso foi voltado para a explicação do trabalho da StreetNet no Brasil e no mundo e a Campanha Cidades pra Todos e Todas. Serviu também para definir a metodologia, baseada na educação democrática de Paulo Freire, e de apresentação do objetivo do curso.
Em seguida os participantes fizeram uma dinâmica grupal de entrevistar e depois apresentar o companheiro ao lado.
O passo seguinte foi um exercício de levantar as expectativas dos participantes para o curso. Uma vez que todos expuseram o que tinham em mente para os dois dias de trabalho, foi colocado o que de fato seria tratado pelo curso e o que não seria, mostrando assim a programação.

A etapa posterior foi a separação dos trabalhadores presentes em grupos de trabalho para trabalhar em cima da seguinte questão:  
  •  levantar coletivamente os principais desafios enfrentados pelos ambulantes de Belo Horizonte;
  • discutir os desafios tanto da perspectiva externa  -  em relação ao poder público como da interna - organização, representação e mobilização dos trabalhadores;
  • falar sobre mobilização (instrumentos/ferramentas).

Essa etapa se estendeu para a tarde, e levantou diversas discussões. Complementamos os pontos que comporiam a carta de reivindicações de Belo Horizonte, separando os pontos que eram dos vendedores ambulantes como um todo, e os pontos específicos dos barraqueiros do Estadio do Mineirão.
Depois disso começamos a refletir conjuntamente as estratégias de ação, trazendo a importância de reunir as diversas associações que representam os vários segmentos da venda ambulante na cidade. A carta à FIFA e a Lei Geral da Copa foi presentado, e conversamos sobre a importância de reivindicar direitos durante a Copa, usando os canais interlocutores, como as Secretarias da COPA municipal e estadual e o Comitê Organizador Local.
No final do dia um integrante do Comitê Popular da Copa mostrou um vídeo denunciando que fizeram sobre a violência e o descaso com vendedores ambulantes da Feira Hippie.  Após a apresentação o comitê se comprometeu a acompanhar os protestos dos ambulantes e fazer materiais áudio-visuais para denunciar as violações de direitos que vem ocorrendo.
O segundo dia iniciou com a contribuição da formadora da Escola Sindical da CUT Maria do Carmo, trazendo a história do movimento operário no mundo e no Brasil, e o nascimento dos sindicatos. Passou também pelos princípios da CUT e a estratégia de mobilização e filiação desenvolvida nacionalmente.

Os participantes ficaram bastante instigados, e abriu-se uma discussão interessante sobre a história do movimento sindical e sobre a coerência da CUT nos dais atuais inclusive o não apoio aos trabalhadores informais. A formadora explicou que os trabalhadores têm a possibilidade de marcar uma reunião com o presidente da CUT estadual e negociar apoio político.
À tarde iniciamos com o rascunho da carta de reivindicações, e fomos conjuntamente complementando. Conseguimos concluí-la após muita discussão.

Para concluir o curso tiramos os encaminhamentos, que foram na direção de:  
  • reunião com mais setores da venda ambulante na cidade para propor essa união e a complementação da carta de reivindicações; 
  • a entrega da carta aos candidatos à prefeitura; 
  • um protesto no estádio Independência com ajuda do Comitê Popular da Copa; 
  • a produção de materiais áudio-visuais em parceria com o COPAC.
